I case'd this from Pinterest or google, and now I can't find who made it originally.
The trick that I figured out is to lay that first wide animal print washi tape down. Then stamp "happy birthday" above it, so you get it straight. Then add your other pieces of washi tape, leaving some room in between each row.
So easy!

Ink: Tuxedo Black
Paper: Whisper White THICK (for the base - it really is super thick!), Whisper White, Basic Black
Other: 1 3/8" and 1 3/4" circle punches, Everyday Chic washi tape, Stampin' Dimensionals
